Major NDIS Changes Timeline (2026–2030)
The National Disability Insurance Scheme (NDIS) is undergoing some of the biggest reforms in its history, with major changes rolling out between 2026 and 2030. These reforms are designed to make the NDIS: fairer more sustainable more consistent focused on participant support needs better regulated for quality and safety For participants and families, these changes may feel overwhelming — but understanding what’s coming can help you prepare confidently. At Openhearted Support, we believe informed participants make empowered decisions, and our team is committed to helping you navigate every change.

Key NDIS Changes Timeline (2026–2030)

May–June 2026: New Legislation Begins

The Australian Government is introducing major legislative reforms to reshape the future of the NDIS. These changes focus on slowing scheme growth and creating stronger funding controls. Planned legislation is expected to move quickly through Parliament in 2026.

What this means:

Participants may begin seeing policy changes around funding access, reviews, and plan management processes.

July 2026: Provider Regulation Tightens

From mid-2026, stronger provider registration requirements begin rolling out, particularly for supported accommodation, platform providers, and high-risk supports. Fraud prevention systems and new digital payment reforms will also begin.

What this means:

Participants may see:

✔ stronger quality assurance

✔ safer providers

✔ better oversight

✔ improved accountability across services

For registered providers like Openhearted Support, this reinforces the quality and transparency we already deliver.

October 2026: Social & Community Funding Changes

Budgets for social and community participation supports are expected to be reviewed and adjusted under new funding models. At the same time, the new Thriving Kids support pathway begins rolling out for younger children needing developmental supports.

What this means:

Participants may need stronger evidence showing how community access supports improve independence, wellbeing, and participation goals.

This is where providers like Openhearted Support play a vital role through:

💜 community participation programs

💜 life skills development

💜 transport support

💜 social confidence building

April 2027: New Planning Framework Starts

One of the biggest reforms — new framework planning — begins rollout. Plans will increasingly be built around support needs assessments, focusing on how disability impacts daily living, rather than diagnosis alone.

Participants will discuss:

✔ daily living needs

✔ mobility challenges

✔ communication supports

✔ home environment needs

✔ therapeutic supports

✔ independence goals

This is a major shift:

The system moves from condition-based funding → to needs-based funding.

January 2028: Eligibility Rules Change

A new standardised functional capacity assessment will begin determining access to the scheme, replacing the previous streamlined diagnosis-based access lists. Existing participants may face eligibility reassessments as plans renew. The Government’s broader target is to reduce projected participant numbers substantially by the end of the decade.

This means:

Evidence will matter more than ever:

✔ Occupational Therapy reports

✔ Functional Capacity Assessments

✔ Behaviour Support reports

✔ Therapy recommendations

✔ Daily living evidence

✔ clear goal documentation
